Download and install perkus maximus. You'll need path to javaw.exe later. This is a rewrite of patchusmaximus for the synthesis/mutagen framework.

The safest bet is probably to reinstall them. If you have mods that work differently with and without perma installed, you should check their documentation for what to do with them. Perkus maximus has been ported to special edition for some time, but the old skyproc patcher is slow and has a lot of drawbacks.
